A life member of the Texas chess association & the USCF made his one millionth move on a correspondence/turn-based site on 9-23-14

According to MSA, IM Jay Bonin has played 15,251 rated games since 1991 under all rating systems. I have no idea how many games IM Bonin played before 1991, but I would be willing to bet he has made at least 1,000,000 moves in rated play.

 When was the last time that Jay's rating was below 2300?

In July, 2012, IM Bonin’s published quick rating was 2291. And on the August, 2014, FIDE rating list, IM Bonin’s standard rating was 2298.

Of course, I’m taking advantage of the loophole that you didn’t specify which rating. However, I do take your point. For the period covered by MSA (22 years), IM Bonin’s lowest published regular rating was 2352 (December, 2009). It may well be possible that he has made more than 1.5 million moves in rated play. (According to the FIDE web site, he was awarded the IM title in 1985.)
