These sections in 2011 North American Youth Championship – U12 Girls, U10 Open, U10 Girls, U8 Open, and U8 Girls – have not been rated by FIDE, but all the other sections have been rated.
Would anyone have any insight as t why these particular sections have not been rated yet?

There was only 1 FIDE rated player in the section. So there were no blocks made and no rating changes. So it looks like there is nothing to rate (at least for this section, I did not check all the sections).
