… Cannot one organize a tournament without delay or increment …

One could (as long as it’s announced in all pre-event publicity), but one shouldn’t expect much of a turnout. Personally, I’d stay away in droves.

Agreed. Personally, I’ve only played in two tournaments with FIDE time controls (90 minutes with 30 second increment), and I loved it! I wish all tournaments had that type of increment.
