Chinese Level 4

I am one of the directors of the Castle Chess Camp that runs every June at Emory University in Atlanta. We require a USCF rating of 1150, or a FIDE or foreign OTB rating that we can convert to a USCF rating in order to enter. We then break the 120 campers into 10 groups of 12 campers each by rating, with each group being roughly 100 points stronger on average than the preceding group (top group will be Expert-Master.)

A parent is trying to enter her son in camp. He lives in Shanghai, China, and has no FIDE or USCF rating. He is “Level 4” in the Chinese classification system, but we don’t know how to convert that to a USCF rating. Does anyone know what “Level 4” in the Chinese system corresponds to in USCF terms?
