Correspondence Chess Timeouts

I am in the 2016 Electronic Knights Championship that began on 9/1/2016. One of my opponents blundered a piece on 11/16/2016. I captured that piece on move 12. Since that date, 11/16/2016, my opponent has made one move, and that was a month later on 12/16/2016. I made the next move on 12/26/2016. Since then my opponent has not moved.

So, since 11/12/2016 my opponent has made one move. Or 1 move in over two months. I want to claim a timeout, how do I go about this?

has he not overstepped the time limit by now? If my memory holds the typical time limit in USCF events is 10 moves in 30 days. If he has not overstepped write Alex-he will let you know what to do

It appears this should have been resolved long since. Please see especially #s 10 and 13 http://www.uschess.org/content/view/7521/397/.

FWIW, ICCF play prohibits this behavior as “dead man’s defense”. I am sorry this has happened to you.
