When does the Feb 2013 Golden Database become available?

I noticed that the FEB Golden Database went up shortly after my post. What is the general rule for when the Golden Database is posted? Is it possible to post it a few days after the list is created on the MSA for individual members?

I think the goal is to have it posted within 3 working days after the supplement is created, but I also know the USCF office has been hit pretty bad by the flu the last two weeks. (I developed some kind of stomach virus over the weekend, too.)
Also, the office was closed last Monday (for MLK day) and again on Friday due to an ice storm.
As part of a rebalancing of the system load on our server, we have been discussing the possibility of changing the rating supplement cutoff from the 3rd Friday of the month to the 3rd Wednesday of the month. (This would cut out one rerate cycle a month, since the normal rerate is Tuesday/Wednesday and that would be when we would run the full rerate ahead of a rating supplement as well.)
This would still have the supplement cutoff fall somewhere between the 15th and 21st of the month.
The office was closed on Friday the 25th due to weather - half inch of ice on the roads made travel impossible.
As soon as it closes over $1,700/ounce on the spot market.
