Well, I suppose it is better than what we have right now. But a 2013 manual published in December, 2013?

An updated version will be coming out at the Olympiad in Tromso in 2014 that will also have all of the rules and regulations that go in effect July 1, 2014.

The manual is essentially a compilation of the sections of the FIDE handbook (already available online) most relevant to arbiters. It is interesting, however, that the Laws of Chess in the manual have annotations similar to the USCF rule book’s “TD tips.”
