Full-K vs. Half-K

What is the difference if an event is “Full-K” rated or “Half-K” rated. I know that it somehow affects the algorithm, but how will it actually impact the rating changes of the players?

This is a bit of an oversimplification, but if a player’s rating would have gone up 10 points in a full-K event, it would go up just 5 points in a 1/2 K event.
