just read the account of Mr Josev Omar Aquino being dq’d from the u1700 section at the washington chess congress as his foreign rating put him over 1700. just curious; say he doesn’t play any tournaments except on-line and achieves a >1700 online rating, can he still be dq’d even though his old otb rating he is still <1700?

Yes. If a player seems to be too low rated, the TD can assign him a higher (not lower) rating. Please see 28E for details.

I wasn’t there and I don’t do any CCA events outside of IL, but an old 1565 Philippines rating converts to 1850 for CCA pairing and prize purposes and apparently should be used instead of the almost 7 year old and provisional 1595 US Chess rating.
