I read an article a long time ago that had these approximations (ELO):
2000 is 90 percentile
2100 is 95 percentile
2500 is 99 percentile.
It really depends on what population of rated players one looks at.
The breakdown of the 2009 Annual Rating List is in BINFO 200900566.
A rating of 1881 would be around the 94th percentile among all the 62000+ players on the 2009 Annual List. That includes a lot of kids rated under 1000 and many players with fewer than 26 rated games.
if I only look at the 11,800 adults (21+) with established ratings on that list, that rating would be around the 74th percentile.
I think it was the annual ratings supplement that used to have a chart with this information. Here is the info from the last time I saw it years ago:
