The correct ruling in the case you give, assuming the opponent is too stubborn to agree to a draw, is to put in the delay clock.

Agreed.

I wouldn’t call White stubborn, though, if he refuses a draw. First, he may not know how a win can be blocked. Second, he may realize that he can still win if Black makes one mistake.

There may be times when you have to do this sort of thing, but it is strongly disfavored. Instead of arguing about how to implement a fundamentally flawed method, you should be concentrating on preventing it from ever happening.

I’ve had several experiences where the players agreed to the draw as soon as I got to the board with the delay clock. The threat is stronger than the execution.
