Nevermind… I worked through the answers on my own.
If one is running a JTP tournament with both JTP memberships (Non-member exp) and with memberships showing a past expiration on USCF, one can just leave the expiration field in WinTD blank or as they are.
When you reach the edit/upload stage, one edits the section type to JTP.
Then, even though the system prompts you for Tournament Memberhships for the JTPed / Expired Players, one can after checking submit the event for rating. (Without signing off of the TMs.) The “add TM” checkboxes appearing even after assigning the section as JTP threw me for a loop…
Seemed to work correctly (and hope it does!)
