There is a yahoo group in Michigan, but a number of members of the group in the past few weeks have been asking for a change. Since the administrator of the group is dead, and having one moderator does have its problems. The moderator of the group is doing a great job, but is limited to the minor controls of the group as the moderator only.
The forum is more for the USCF members within the state of Michigan, or has some reason to be an organizer, or a player within the state of Michigan. One of the goals of the forum, as the organizers and the directors will have a forum dealing with tournament organization. The other goal is for the members to give important ideas about tournaments within the state of Michigan.
Like with any forum, there is still going to be some changes with the forum. Like any forum, it is organic, and will change when there is a clear need for change.
