Micah may be referring to motion ADM 16-41 Which proposed the above wording from Robert Messenger. The motion was referred to the Ratings Committee. The motion was not proposing anything new, only a correction in inaccurate information. My recollection is that I, the editor, changed the inaccurate information and the Delegates did not need to vote on this ADM again the next year. That change appeared in the Rules Update document for 1-1-17.
The ratings system chapter in the rulebook also states that matches can be regular rated, quick rated, or dual rated. We should go ahead and update this to include that matches can be blitz rated.
Matches could possibly also be online-quick rated or online-blitz rated, though as far as I know none of the entities holding online rated events (currently ICC and Chess.com) have submitted any matches yet.
Another issue regarding floors worth mentioning is that some years back the EB passed a motion stating that a player who is at his or her floor and plays in a match can be considered to have submitted a request for a lower floor. We do run a monthly check for such events.
Nope. The publisher (US Chess) sent me a link to a proof copy last week (Friday?). The proof copy indicated that there is still work that needs to be done by them. The 7th edition is being self published by the Federation.
After an e-mail exchange with US Chess it is my impression (and remember that impressions are not facts) that the publishing problems are being addressed ASAP. There is no current target date for publication, but perhaps soon?
