Rule 23C Membership Requirement

A formal complaint now has been received by the TDCC regarding the TD and Affiliate involved in the practice outlined in these posts. The complaint was not filed by the poster but someone else. The TD has been contacted via e-mail and we are waiting for a response.

Somebody may being hanging out at the club, and end out serving as houseman for one round.

Is a TM required for a non-member houseman, or does the old waiver still apply for people playing in that situation?

The house player rules are still in effect, use the ‘Membership Exception Request’ form on TD/A. You may only have one house player (per round) in an event, and if a house player plays in more than half of the rounds then the office will generally have to review your exception request and approve it before your event can be rated.

Humm…I just looked at MSA for the latest tournament submitted by our friend. It took place on 19 December. I then compared the crosstable to the one on his club’s website. There was an extra player, unrated, who played all five games. His games, all against rated players, were entered on MSA as double forfeits, although he lost three of them and won two. Now, instead of the TD’s own name appearing more than once (to accomplish this), he has used “TN 25000000 DUMMY ID–NOSHOW/UNKNOWN TD”

This has been done in the last three events, all in December, since the complaint. It appears to me that he misunderstood what needed to be done, as you still have the same situation – unrated players playing in rated events and the game results being changed to double forfeits!

Thanks for the update. This TD has been told that mixing members with non-members and then altering the tournament reports is against USCF policy. His case is still before the TDCC, so this new info will be passed along to them and the TD will be notified of this new development. He will be given a chance to respond. Red tape is slow?!

That guy really gets around: [uschess.org/msa/MbrDtlTnmtHst.php?25000000](http://www.uschess.org/msa/MbrDtlTnmtHst.php?25000000)

Might want to discuss with the club TD who is helping him that what they are doing is wrong. He may have no idea. Otherwise he might believe it is OK as well.
