Rulebook Changes for 2014

I see the latest updates to the rulebook changes document appears to be for those changes implemented 1/1/2013. Is there somewhere that the rule changes that went into effect on 1/1/2014 are posted?

I sent the 2014 changes document to USCF in late December.

The lack of a current unified rulebook is one of several reasons I have stopped directing tournaments.

If/When we ever get out of the current rule book contract, the rule book should consist of regularly updated PDF files in an easy-to-find location on the website.

I want to be the first person to have a question about the 2014 changes :smiley:

What does “make use of” mean, in the context of unsolicited advice? If I am playing, my opponent left his queen en prise, and someone behind me says “ooh, take his queen”, am I now not allowed to take the queen, because that would make use of the advice?

If the answer is to use 1C2, director discretion, and allow it because it’s the obvious move (after tossing the kibitzer out of the playing area), in what scenario would 20E ever come up, for unsolicited advice (ie, someone unprompted, saying “do X”), that would necessitate the player not being able to make that move anyway (or be penalized for making the move that was suggested)?

I apologize in advance if this seems like a silly question. It is, but still…

This is just a slight expansion of what is in the 5th edition of the rule book. Please see 20E2 for a detailed answer to your question.

The last sentence of 5F1.a. doesn’t work:

Just take a ballpoint pen and change “remain” to “retain.” :slight_smile:

And change “timer” to “clock” (or change “clock” to “timer”). The timing device should not be called two different things in one sentence. Also, the word after “retain” should be “that”, not “the”.

Other than that, there is nothing wrong with that sentence.
