Is a suspended member allowed to be present at a rated tournament, not competing, just as a spectator?

Suspended members can attend as spectators if the organizer permits, unless the terms of their suspension prohibits it. There is a sanctioned members list here:

There are a few individuals listed who are banned even from attending as spectators, mostly for cases involving Safe Play violations. As for the others, they are covered by the rules regarding spectators, under 20M. The organizer has broad discretion with respect to spectators.
