OK, I’ll bite. 18G talks about emergency situations, and what the responsibilities of the TD are. 18G2 stipulates that the the TD can declare games over in non-emergency situations as well. In other words, it doesn’t have to be an emergency situation for the TD to declare a game over.
§18 comprises the rules for the adjournment and adjudication of games. I fail to see how isolating §18G2 from §18 is guidance for a TD declaring a checkmate or otherwise when the game isn’t being adjourned or adjudicated.
§13, “The Decisive Game”, is where a TD should start his search for ruling in a checkmate situation. In this section, the only connection I see between §18 and §13 is §13E. §13E deals with the actions of the TD during an adjournment. The TD can declare a game a checkmate §13E1, or stalemate §13E2, if a player is absent for the resumption of the adjourned game. Therefore, the purpose of linking §18G2 back to §13 is only to give the TD guidance for what to do when a player is absent for the resumption of play for an adjourned game, in a non-emergency situation.
Thus, §18G2 isn’t guidance for what to do when a player ask for confirmation of a potential checkmate in a non-adjourned game. In my opinion, §13E is guidance that a TD should not confirm a checkmate when asked, in a non-emergency non-adjourned situation.
The connection isn’t limited to only section 13 - sections 14, 16, and 21 are also referenced.
I also don’t see that this is limited to just section 18; note that the main text of 18G2 covers late arrival for game 13D in a separate clause from late arrival for adjournment resumption (13E).
I fail to see why 18G2 would be limited to only adjourned games. What is it about an adjourned game that would allow the TD to declare a game over, yet prohibit him from doing so in a non-adjourned situation? Is an adjourned game no longer between just the players?
18G2 is given so as to not preclude directors from declaring the game over as a result of 18G.
I see why it’s confusing, though.
18G should have been separated from section 18 entirely, and been placed as section 19 Adjudications. Instead, section 19 is Resumption of Adjourned Game, which could have been placed as 18G, thereby keeping all rules pertinent to adjourned games in one section.
