I wonder if they’re having trouble filling this request. They were at a scholastic tournament here in St. Louis about two years ago with the same request/offer. They presented it briefly at a parents meeting between rounds. I was surprised at the reactions of some of the women in the meeting and their comments/assumptions that the “swapping” would encompass more than just temporary relocation.
I passed this on to a state scholastic organization officer who has at least two kids who play. His reply:

Could you elaborate as to why you find it amusing? I have an idea but I just wanted the full scoop. tia
“skill, patience, and precision”? Among chess players? When was the last time you went to a chess tournament and DIDN’T hear at least one person whine about having to wait for the next round to start each and every round? Does that sound like patience to you?
And outside the master sections, I wouldn’t say that there’s all that much skill and precision among chess players either. At least, not in my games.
