Annulled Games

I’ve been following with some interest the responses to the Joel Benjamin article on insufficient losing chances, since I’ve known some TDs who will simply slap a delay clock on virtually any position, some even going so far as to say that players have a right to ask for a delay clock. In any event, now the original questioner has posted and said that the chief TD decided to annul the game, eventually, because Black had refused to continue after the unfair ruling. Have I missed the part in the rulebook where it says that this is possible? I think I’ve figured out who the TD in question is, and he’s a very experienced Local TD.

The USCF does have a process for appealing TD rulings; i.e., 21L and 24B.

Right, but is there a process for pretending that the game never took place, which is what I assume the player meant by annulled game?

I can’t find one in the rulebook (hint: this is the point someone makes me look silly by finding such a rule).
