Can a club td be the chief td of a grand prix?

Looking at the 7th edition rule book, it says that club tds cannot be chief for grand prixes. (I am assuming this is even with computer aid and even with the event being category D.)

Basically, trying to figure out who can be chief td for a small grand prix, scheduled at the end of the year.

You can be a club TD without ever having directed a previous event. A Grand Prix event absolutely must not be the first event a TD ever directed and must not be directed by a TD that has not even moved up to Local TD.
