Chess in the School Curriculum

Indulge me in my fantasy for a moment. Let’s just pretend that my state legislature and school board was on board with idea of including chess as part of the curriculum for students (even including college students) and/or making chess an extra curricular activity in which all/most schools participate (just like band or football or anything else) and they came to me and asked for the curriculum/program that they should adopt. Does such a curriculum/program already exist? Are there parts of the country where this dream has already been realized? What are the best programs out there?

Please look at the August 2014 issue of Chess Life (p. 11, “Chess gets an A+ in Texas”) about how chess is part of UIL (University Interscholastic League, http://www.uiltexas.org/). Chess is for the A+ division of UIL, grades 2-8.
