Can a Club TD or Local TD Direct 10 player Round Robin FIDE Rated Tournaments ? Not a norm Tournament but just a round Robin Tournament to secure FIDE Rated performances comprising 4 FIDE Rated players and 6 Non Fide Rated players ?
What about a norm tournament ? Is an international Arbiter required ? Can a local TD or Senior TD without being an International Arbiter direct ?
What the FIDE rules say about title norm tournaments is “The tournament shall be conducted by an International Arbiter. Failing that, by FIDE Arbiter. [[A lower rank or arbiter.]] Failing that, supervised by an International Arbiter.” The term “supervised” is not defined, probably intentionally. However, any norm forms submitted to USCF are supposed to be signed by an IA.
What about a non - title norm Round Robin Tournament like the Najdorf Capital FIDE Tournament in Los Angeles ? If I don’t have an IA available in my area but have a Club TD or Local TD can they direct ?
As far as I know there are no restrictions on this beyond what’s in the USCF rules. The same is true of making one or more sections of a Swiss FIDE-rated. Note the new $35 FIDE rating fee, however.
An NTD advertises his big money tournament here in town as being FIDE rated. One player has been hassling him that his last tournament doesn’t seem to have gone through FIDE. The NTD said that the USCF always seemed to take care of it in the past, but perhaps this is no longer the case. What is required for a tournament to be FIDE rated?
A strong field, 30% of which have FIDE ratings?
An extra rating fee?
An Internation Arbiter?
And does the USCF still take care of all the details?
First, you are supposed to register it with FIDE (through USCF). Second, the TD must send the USCF a separate crosstable, along with a list of any games that are not FIDE-ratable (e.g. played at a fast time control in an alternate schedule). Third, there is now a $35 FIDE rating fee, which should be sent with the USCF rating fee – there is a line for this on the current rating report form. If by “take care of it” you mean submit it to FIDE for rating without any action by the TD, that’s not going to happen.
There is no special requirement as to the composition of a FIDE-rated swiss (though there are a number of special regulations involving title norms). Note, however, that not all the games are going to be rated. Games between rated players are, but games unrated players are counted only under conditions it would take too long to go over.
