I played in SuperNationals IV and started out at 1485 and ended up at 1539. Also, I am playing in foxwoods u1500 this weekend. Will I still be able to play in u1500 chicago open?

Yes, u1500 on both. Your official rating won’t jump until June 1 b/c the May rating cutoff was last Friday.
If Foxwoods is this weekend, then presumably it is using the April Ratings List.
The Chicago Open is in May as I recall, so presumably it will use the May Ratings List, which was created early on Saturday, April 4th. SuperNationals IV did not end until April 5th and was not rated until some time Sunday evening, so it did not affect the May Ratings List.
However, organizers may choose to use other information, such as subsequent ratings results, to require someone to play in a higher section. Whether that will apply to you with regards to the Chicago Open is a question you will have to ask the organizer.
Chicago Open details, under Ratings: “May official USCF ratings used…Advance entries may request “lowest possible section” if May rating is unknown.”
The CCA also has its own list of players that they require play at a higher rating than their official published USCF rating, mostly players who have won big prizes in prior CCA events. (I suspect the TLA also says ‘CCA minimum ratings apply’ somewhere.)
But that wasn’t my main point. The point was that the place to get a definitive answer as to what rating someone will have for a tournament is from the organizer. For the Chicago Open, that means from the CCA.

Agreed. The link above is the CCA (chesstour.com), so I trusted it.
Mr. Gupta probably has nothing to worry about…as of March 31, he wasn’t on the CCA minimum ratings list.
As has already been noted, your performance at Supernationals should not affect your section in Foxwoods. However, it is more than possible that, should you win the U1500 section at Foxwoods, the CCA could assign you a “CCA Minimum Rating” (chesstour.com/mr.htm) of 1500 which would not allow you to play in the U1500 in Chicago.
The question you ought to be asking is, “Do I want to play in the under-1500?”
After your performance at SuperNationals, I think it’s time for you to move up. Play in an under-1800 or under-2000 section.

As Foxwoods just finished I tied for 2nd place losing to a 1301 and not taking a last round risk for a draw. I won around $800+ which pays for the expenses of my family and entry fee . My rating is around 1572 (not official just what it says on foxwoodsopen.com) I am thinking about playing u1700 chicago open for expierence but I also want to try to win some money to possibly get lessons from Grandmasters. My goal is to get to be a Class A player by Feb next year (IL High School State.)
What do you think I should do u1700 or u1500?

If your primary goal is to advance (in strength and rating), then play up. You might even want to play up further if your current (not yet published) rating is already over 1500 – like the U1900 section.
These two goals are incompatible. You can either (a) play down and try to win money (it almost certainly won’t work) or (b) play up and gain some valuable experience. I think you know which course I think you should follow.
