If black is adjusting his 8th rank chess pieces while white plays his first move I think black should have to move a knight and a specific one if determinable. Thought?

If Black has not started White’s clock and is adjusting his pieces, White should not be making a move. If White does make a move because the arbiter/TD made an announcement, then Black can still j’adoube or adjust his pieces on his by making the appropriate announcement to adjust. Don’t they usually shake hands before the game starts to indicate both players are ready to play or has this courtesy been dispensed with?

Every time.

Likewise. I always shake hands before a game.

I usually say “Adjust,” once, then adjust all my pieces, make a discernible pause, then make my first move. I’ve never had a problem.
