Sure, but no they don’t have authority.
I suggested my changes to the Rules Chair in January, and I never heard back, so I filed them as ADMs.

Anyone can suggest changes to the rules committee. They can then consider them and decide whether or not to advance them to the delegates as advanced delegates motions.
Delegates can file ADMs on their own, which are then considered by the committee with a recommendation.
All proposals are considered in the rules workshop at the annual meeting, with the results of that consideration presented to the delegates so that such may be considered when the delegates vote on the ADMs when they appear in the agenda.
And finally, any member may attend the members meeting at the annual meeting, which is the day before the delegates meeting opens. Members may present motions at that members meeting. If the motions are adopted by the members meeting, then they are put at the head of the agenda for the delegates meeting.
