A hazard of round-robin play, especially when there are multiple qualifiers from each section.

Many leagues in Soccer alleviate this problem (somewhat) by making pairings for the knock-out portion of the tournament only AFTER all games have been completed and the qualifiers known. The upper half is paired against the lower half, for example with 8 teams remaining, the #1 seed could play the #5, #6, #7, or #8 seed. This way teams will not throw matches in order to get a desired pairing (since they don’t know what the pairing will be)

Of course, they may throw the match for other reasons, but that’s another topic.
