US Chess Membership IDs without Paid Membership Curiousity

Is there any reason for US Chess to allow issuing a US Chess ID without payment? I feel like this causes problems for TDs in the long run where families think they’re set after creating a US Chess ID. But then need to be reach out to by TDs/Organizers to pay for a membership and then families feel like you’re gouging them for money causing a less than ideal experience especially for their first rated tournaments.

It would be nice if the ID was only issued after payment or in the case of JTP members only through scholastic affiliates at schools…

Any affiliate can run a K-3 JTP event, scholastic affiliates can run K-12 JTP events for the students at their school, regardless of grade level.
