In the online version of the 7th edition of the US Chess rulebook the last sentence of rule 1B says “For events that use FIDE rather than US Chess rules, see Chapter 14, International (FIDE) Laws of Chess”. The problem is that Chapter 14 doesn’t exist (in the print or online versions of the rulebook)!

The last edition that included this chapter was the 5th, where it was actually Chapter 15. In the 6th edition, this chapter was replaced by a terse half-page message:
TD TIP: Tournaments submitted to FIDE must use FIDE rules, even if the event is held in the United States and is also USCF rated. In these events FIDE rules trump USCF rules.

That’s because, in the 7th edition of rule 1B, the phrase “see Chapter 14” (just before “International (FIDE) Laws of Chess”) was removed, creating an incomplete sentence. The sentence can be re-completed simply by adding the word “apply” at the end.
Also, IMHO the first part of the sentence, instead of saying “For events that use FIDE rather than US Chess rules”, should really say “For events or sections rated by FIDE, even if also rated by US Chess”.
Also, remember that a FIDE rated event requires a FIDE licensed arbiter. This can be a NA [National Arbiter, which is also at least a USCF Senior level TD], a FA [Federation Arbiter], or an IA [International Arbiter]. Your best source for information about FIDE rules is the FIDE web site.
Are you referring to the original free download (1-1-19) or the new one (7-19-19)? I just checked the current on-line free version (7-19-19) and can’t seem to find any reference to chapter 14? Please help me understand.
I was referring to the original free version. I wasn’t aware there was an updated one. The updated version says “For events that use FIDE rather than US Chess rules, International (FIDE) Laws of Chess.”, creating an incomplete sentence like the paperback version of the 7th edition does.
I will see what I can do about that the next time there is an on-line update. In the past I was the keeper of the master file(s) for the rulebook. Now US Chess is the keeper of the master files. I do have access to those files. My old version of Word did not always work with them; however, as of today I have a new version of Word that I will try on those files in the near future. Please keep me posted on items you want me to look at.
