US Chess rulebook: second TD Tip after rule 5C

Personally, I would not characterize that TD Tip as “poorly written”, much less “extremely poorly written”. I might call it “written overlooking a more general case” or something similar.

The fix is easy. Suggested removals are in red, suggested replacements and additions are in blue. Note the small number of changes needed:


Note 1: When submitting a rating report to US Chess, the time control for each section, including the increment or delay, must be listed. The time control listed determines what rating system(s) each section will be rated under. If a section has different dual/regular time controls for different rounds/schedules, all of the different time controls can be submitted in the rating report but the slowest time control is all that is required. When the faster time control(s) fall in the dual rated category and the slower time control(s) fall in the regular-only rated category, all the games will only be regular rated, regardless of if the time control for each round/schedule is submitted. Example: 3-day schedule Saturday (rounds 1-3) time control is G/45 d/5. The 2-day schedule plays rounds 1 and 2 at Sunday (rounds 4-5) time control is G/90 inc/30 and then merges with the 3-day schedule for round 3. Both time controls can be reported but all that must be reported is G/90 inc/30, and all the games will only be regular rated regardless.

Note 2: If any games in a section use a time control that is quick-ratable only, then all games in that section must use time controls that are quick-ratable only. Quick events are usually fun, one-day events that don’t last all day and often have a fair number of rounds. Sudden-death rules are used in quick events except scorekeeping is not required.

Note 3: For Blitz events, it is advisable to state Blitz in the title or in the time control of the event for clarity. For more information on Blitz events, see the Blitz rules, Chapter 11.

Note 4: G/60 d/5 is dual rated. If you wish for the games not to be quick rated to be regular-rated only, make the “total playing time” at least 66 minutes (some possible time controls are G/61 d/5 and G/60 d/6). At the other end of the spectrum, G/25 d/5 is also dual rated. If you do not want these games to be regular rated want these games to be quick-rated only, make the total playing time at most 29 minutes (some possible time controls are G/26 d/3, G/25 d/4, and G/24 d/5).

Bill, I like some of your suggestions so here is my current proposed rewrite of the TD Tip taking into account some of your suggestions along with a few other changes:

That point isn’t even worth debating. Perhaps both of us should try to be a bit more diplomatic.

You didn’t need to point me to the online version. I purchased the paper version from U.S. Chess Sales some time ago, along with another interesting book, Chess Handbook for Arbiters by Zoran Bojovic and Branislav Suhartovic, which I highly recommend even though I may not agree with everything it says.

That looks pretty good to me. Don’t be surprised, though, if Tim Just is losing his appetite to implement all of your suggestions (and mine, and others’). When I was your age, I was at the forefront of the peace movement, the civil rights movement, the women’s movement, and the environmental movement. At that age we seem to think we can change the world, quickly and easily. Carry on!
