Is it true that the USCF has not / will not repurpose IDs? meaning that if an ID belonged to someone with a rating, it would never eventually be recycled into use?
I do not believe we have ever intentionally reused a membership ID, because all of the membership systems I’m aware of, from the original COBOL system to the current CIVI-CRM system have used a ‘last ID assigned’ field that is incremented by 1 for each new ID assigned. (We started using the 8th digit as a check digit about 18 years ago because we were seeing too many single-character ID errors resulting in finding a valid membership ID.)
There was a time when FIDE was reassigning IDs from deceased players to new players, but they stopped doing that because it raised too many complaints.
