When submitting a paper report for rating, would it be permitted to submit a copy of the tournament .txt file created by WinTD (on paper), if the cover sheet for the Official Tournament Report Form is sent with it?
Hmmm…Let me ask this: If you are using WinTD, have you considered just having the program create a rating report (Tdexport.dbf, etc…) that you can send to the USCF on disk (CD)? It would be a lot cheaper and faster to rate the tournament than sending in a paper report.

The “Make USCF report” option creates both a USCF formatted printed report and the data files to be sent on the diskette (or uploaded on the web site).
When I get ready to upload a rating report I choose the “output to window” option so that the report doesn’t waste paper, and I save the data files to the hard drive so that I have them to upload.
In your case, you could actually print the paper report for mailing and either send a diskette with the files, or simply send only the report.
I will take a moment to say that if you do the web upload you find out about problems much more quickly and can expedite the resolution of them. Otherwise your rating report may need office intervention and multiple calls, letters or e-mails to resolve.

The short answer would be that it is most likely Ok if it is the crosstable (print to window-print window).

As long as the .txt file has the necessary information, such as USCF IDs, who played whom and results of each game, it should be acceptable.
However, TDs are STRONGLY ENCOURAGED to submit their events online. They will get rated much faster and with fewer errors, and it costs less too.
Over 75% of events are being submitted online today. Even more impressive is that about 25% of them are being rated the SAME DAY the event ends!

I’m hoping to hear from Tom Doan and Thad Suits later this week as to when they can have their programs updated to prepare these new reporting formats.
If I understand correctly, you are asking about sending a paper report with the file rather than the printed wall chargt. Is is not ideal, but I doubt that the office person would complain or reject the report. However, consider you are slowing them down as they have to open and print the crosstable before entering the data. This is not much time for just one report, but when many TDs send in different type reports, it seriously impacts office hours.
I recommend you have WinTD export both the Txxexport files and the crosstable for submission. That would save much office work and as long as every player has the correct ID, the wall chart is not needed.
