This should be ok for a swiss Format. For the tourn is G90. 4 rds one game last Tue each month. $5.00 per game. $1.00 to club. $1.00 to the Center. $3.00 X # of players is the payout after each RD. Should be no problems Correct? 6 players x $3.00= $18.00 pay out. 1st gets 60% 2nd gets 40%.
Next Question is after the 1st Rd. Players wanted to join. So with the same format as above. If only 1 player wants to join, would this be a problem under the USCF rules? Player will pay the $5.00 per game for Rd 2. Get no buy for the missed Rd 1. Then continue with the rest of the swiss tournament. Anyone see any problems?

The idea of a payout after each game is if there is a upset game, then the player would be rewarded for that game due to the pay out after each game. So a player that does not play a game would get no buy due to the fact that no major prize at the end of the tournament. Reward is after each game.
This is an unusual prize payout, but there’s nothing in the rules against that, and as far as ratings are concerned, we don’t care what the prizes were.
You would need to make it ABSOLUTELY CLEAR to participants how the prizes are determined and paid, because you won’t have much in the rulebook to fall back on.
If you’re asking whether this is a format that will make money, you will need to provide more details, probably including a round-by-round example.
Rd 1 we had 6 players. Which there were 3 way tie with 1 game each. So 1st and 2nd were split 3 ways. 6 players x $3.00= $18.00 $6.00 to each of the players that had won their games.

To answer your question, I think that the rating software would puke over a tournament like this, since it allegedly has problems with events submitted more than six weeks after the start date. Perhaps better to break it into two tournaments for submitting purposes.
Each Rd the winner is paid so ties are part of 1st place, no points will be carried over to next rd, other than rating purposes. So really the 2nd prize is really a mute point.
The next tournament may go to the usual format of total pts wins at the end of the 4rds.
It would complain about it, but it would not flag it as an error or warning (both of which require some action either by the TD or the USCF office before the event can be submitted for rating.)
The current parameters are that an event that started more than nine months ago or one that ended more than six months ago requires office approval before it can be submitted for rating.
I does seem a bit extreme to have to carry out a tournament this long, but the players said they have liked the format. The closed tournaments are only getting 5 people. We could have gotten 8 for this silly tournament format. Everyone said that it was easier for their schedules so I will try this and see were it takes us. Might have to play 2 games in one month, if it creates a poblem with submitting it through the pairing program WinTD.
If players are concerned about the 4 month time span affecting when their rating gets updated, you could submit it for rating in several parts, but pay prizes based on the cumulative score at the end of each round. (Recall from another thread that what we need for ratings purposes does not need to be what you use for prize payout purposes.)
However, based on previous posts it sounds like what this is really doing is rewarding the winners on a round-by-round basis.
One potential downside of that is this. Suppose in round 4 the pairings and results are something like this:

The two bottom boards, with the only wins in the round, would share the prize payout from that round.

So 3-1 gets $12 (A and B). 2.5-1.5 gets $21 (D). 2-2 gets $30 (I) or $6 (C/E/F/G). 1.5-2.5 gets $6 (H). 1-3 gets $15 (J). It’s a good thing the dollar amount is low as there may otherwise be a monetary incentive to blow the first rounds so that you have better chances to win late when there are more draws happening to reduce the number of winners splitting the round awards.
Based on the way this tournament is set up with no carryover of points to following rounds, the top rated players should love this tournament. They will tend to get paid every round, while the lower rated will just pay $20 over the 4 rounds and are likely to get nothing, as there are no class prizes. This looks like four one round swiss tournaments.
If this tournament is just for rating purposes, why not call it a “Rating Improvement Tournament.” Charge a small fee to cover rating costs and other expenses and give no prizes or a small trophy to 1st place after the four rounds are played. This has been done before when you only have a small pool of players who want to play for a rating but are ambivalent about prizes.
Players rated in the 2000-2099 range, for example, win about 61% of the time in round 1, but only 46% of the time in round 4.
Players rated in the 1500-1599 range, on the other hand, win around 45% of the time in both rounds 1 and 4.
So, as the event progresses, the top rated players are likely to get less of the prize pool each round when it is based solely on the results of that round.
