What are the guidelines for submitting a tourney full K or half K?
Must one declare before hand? Is it based upon time controls? If addressed in the USCF rule book—what page 
1/2f K is an option available for any regular-rated event. (The regular ratings of a dual-rated event may be 1/2 K, there is no 1/2 K option for quick ratings.)
However, it must be announced in all pre-event publicity, because whether an event is full or 1/2 K may be a factor in someone’s decision to play in the event, along with other event conditions such as the number of rounds or the time control.
Only a handful of 1/2 K events are run, the Ratings Committee has recommended that 1/2 K be abolished but that will probably require action by the Delegates.
