If I was to submit some Online tournaments for another tournament director, how much responsibility do I have for the tournaments not having any chess play cheaters in the tournaments as I am only the one submitting the tournaments and not running them?
There is a checkbox for whether or not the results are accurate to the best of your knowledge. List the actual Chief TD as the Chief TD. Do not list yourself anywhere in the tournament unless you were actually there and were available to make rulings. Note that the affiliate will need to approve both you and the Chief TD to run events for it. Also note that the Chief TD and the affiliate are the ones US Chess will follow up with if there are issues. So if you are worried about responsibility have the Chief TD use an affiliate other than yours. Keep your records showing that the Chief TD asked you to submit it for them. I’ve never submitted an on-line event but I’ve done it for 39 OTB events that I was otherwise not present at.
If you do not list yourself as working an event then MUIR does not show the tournament in your history. For a while it would show up in the old TD/A experience ( US Chess Federation ) listed under the legacy TD/A system with the recent dates and showing a Chief TD rather than submitted on-line, but when I checked today I found that tournaments after October where my only tournament day involvement was submitting them on-line are now totally missing. So if you are submitting for another TD please note the event ID if you plan on using such events to satisfy the on-line submission requirement to increase your certification level.
A quick way to count is to pull up your TD/A and do a Find for Submitted Online (shows a quick count 317 entries for me), then put a comma in front for the MUIR submissions with other duties such as Chief TD (shows a quick count of 6 entries), and follow that with a space between the comma and the S to pull up the legacy TD/A entries (shows a quick count of 275 for me). Then you have to add in the ones you submitted after the MUIR cutover that are not listed (3 for me). So 317 (total Submitted Online) - 6 (total ,Submitted Online through MUIR and including other tournament day duties) - 275 (total , Submitted Online through TD/A and including other tournament day duties) + 3 (not credited) = 39.
MUIR should still show who submitted an event, but that person does not need to be listed as having had any TD duties.
Personally, I wouldn’t do it. Anyone who wants to be the chief TD of an event should already be able to submit events online through an affiliate that allows that TD to do so. Note that in order to qualify for taking the Senior exam, you must have submitted some events online.
For the most part, the online service itself should have the tools to look for evidence of cheating in online events.

I did the pre-tournament entry and membership emails and the post-tournament submission of the following event. Initially it was invisible in my directing history. Then it showed up as a legacy event (pre-November 2025 conversion - even though it was submitted much later through MUIR) but listing me as Chief TD and with no indication of on-line submission. Now it is gone again from my record.
See if the events you submitted but didn’t direct at are there now.
They are showing now and are finally showing as submitted on line as part of the MUIR submitted events.
I assume you are talking about the old TD history tool that I set up to get MUIR data. I’m not sure where or if MUIR shows who submitted the event.
MUIR actually has two different fields, one for ‘created by’ which would be the person who uploaded the event or entered it online, and one for ‘submitted by’, which would be the person who submitted (eg, signed off on) the event.
There are 12 cases where createdby != submitted by and they’re all ones where the event was submitted by US Chess staff, probably due to problems getting the event submitted.
The first time the events submitted via MUIR showed up, they showed up in the “Events from Legacy TD/A” section with the correct date and incorrectly as “chief TD” rather than correctly as “submitted by”.
I have assisted people learning the MUIR system by walking them through the submission processing and taking it to the release process but not paying it. Then I go int through the affiliate and pay for the rating fee. The last one was 202307136482 where I am the chief TD but did not submit it. It does show under the submitting TD’s record in TD/A. If created by is based on who paid for it, rather than who submitted it, then that would be one to look for. I expect, however, that your educated guess is more probable than my pure guess.
No entry for only “submitted online” shows in the MUIR list of directorships, so they are only seen in the legacy TD/A that gets fed by MUIR.

The problem was there was no data record in the Officials file for the submitter, that data is in the event file (submitter is not considered an event officials role), so I had to kludge something to get it in the data backported for the legacy tool.
I’ve been working on a plan for how to handle porting the one-off tasks from Gambit (the legacy ratings server), www.uschess.org and secure2.uschess.org over to Azure-hosted servers, that will allow us to move forward on shutting down those legacy servers in late summer or early fall.
