Is it an automatic thing or does someone have to catch it by a manual oversight that a TD’s certification is canceled due to not updating his or her Safe Play training?
A TD certification is not canceled (or made inactive) by not doing SafeSport training. However, a TD will not be able to submit a rating report if any TD on the rating report does not have current SafeSport training on file with US Chess.

TD information (level/expiration) and well as SafeSport expiration is also shown on MUIR, but please note you may have to do a manual “sync” to get that to show the latest information.
SafeSport training was not initially a requirement for TD certification so opting against getting it does not immediately remover TD certification. For that matter, people who do not direct constantly might forget about renewing the SafeSport certificate while still being a solid TD. Keeping the TD certification allows then to direct again once they take the training.
