Had two players in a tournament that gave new membership ids (33093782 and 33093778) on sign up, but when it came to submitting the tournament, they don’t appear in muir.

Yes, I see 2 players (Wesley Palmer and Kyler White), both w/ state of WV.
Do they perhaps not have valid (paid) memberships? I think that could be the issue.
Yes, that’s the problem, neither of these IDs have purchased a membership yet.
You should note that 33093778 doesn’t appear to be a new member having had a US Chess membership ID previously, see 16242418, which they should renew rather than make a new membership.
